When to raise
Raise a concern any time you see or hear something that makes you worried for a young person. If in doubt, raise — low-level concerns help you spot patterns.
How to raise
Open the young person's cabinet → Safeguarding → 'Raise a concern'.
- Pick a level (0-lowest through 4-critical).
- Write the factual narrative — what you saw/heard, not what you think it meant.
- Tick whether this is about the young person, another peer, or a staff member (low-level-concerns).
- Save.
After you save
Level 2+ notifies the DSL. Level 3-4 cannot be closed without DSL signoff. Every read of the concern narrative is audited.
Escalating externally
When a concern requires a referral to children's social care or the LADO, the DSL uses 'Add external report' to record the referral + response.
